Operatives of the St. Petersburg criminal investigation department detained two members of the “combat wing” of a criminal group from the 90s. Their accomplice Dmitry Skvortsov, who until 2020 held the position of assistant to the head of the Investigative Committee of the Ministry of Internal Affairs – Deputy Minister of the Ministry of Internal Affairs of Russia Alexander Romanov, has been put on the wanted list. According to detectives, the detainees are responsible for 4 “contract” murders committed more than 20 years ago.

Skvortsov is considered the mastermind of the murders, and the arrested Smirnov and Chvanov are considered the organizer and executor. All of them were part of the organized crime group of Konchtantin Yakovlev (Kostya Mogila), who was killed in 2003.

As a result of operational search activities in St. Petersburg, detectives detained 56-year-old Smirnov, and in the city of Borovichi, Novgorod Region, 53-year-old Chvanov. The latter had previously served time for organizing the murder of the vice-speaker of the St. Petersburg Legislative Assembly, Viktor Novoselov, in 1999.

In the 90s, both were part of the liquidation team of the Kostya Mogila OPS. Criminal investigation officers established the involvement of the detainees in specific crimes, including their motives.

On December 10, 1996, a Jeep Grand Cherokee was shot in the courtyard of house 16 on Socialist Street. There were two representatives of criminal circles in the car. Both were wounded but survived. According to the police, the perpetrator of the assassination attempt was Chvanov. The motive was a common conflict for that time between representatives of the criminal world.

On October 14, 1997, in the courtyard of house 10/12 on Moskovsky Prospekt, a representative of the criminal world of St. Petersburg was killed in his Mercedes-500 car by a sniper shot from a carbine. According to detectives, the crime was organized by Skvortsov. Motive is proactive action. Allegedly, the deceased was planning the murder of one of the key members of the criminal group, which included the suspects.

On December 30, 1997, in a cafe on Energetikov Avenue, the foreman of one of the criminal gangs was shot and killed with four shots from a pistol. According to available information, the organizer and executor of the murder were the detainees. The motive is the redivision of spheres of criminal influence.

On May 19, 1999, in the Chernigov region of Ukraine, the body of 23-year-old Inna P. was found in a highway ditch with multiple stab wounds. The motive was the elimination of a potential witness. The girl was a member of a criminal group that included the suspects, but then decided to break with her criminal past.

On September 21, 2001, in St. Petersburg, near house 8 on Pionerskaya Street, local businessman T. was shot dead in his Opel Frontera car by a sniper shot from a carbine.

According to detectives, the organizer of the murder was Skvortsov. The motive is to take over the business of the deceased.

While searching for the organizers and perpetrators of the crimes, criminal investigation operatives found that more than 20 years after those events, one of the suspects works as a worker at a construction materials plant in the city of Borovichi, the second does not officially work anywhere. Both detainees were transferred to investigative authorities for procedural actions.

The police have also identified other persons who, according to operational data, are related to these crimes, including customers, and are taking further operational measures to establish their location and detain them.
