The Main Investigative Department of the IC of Russia is investigating a criminal case on the murder of spouses living in the Vladimir region in 2020 and preparing for the murder of a resident of St. Petersburg. The criminal case is in the production of a department specializing in the investigation of crimes committed using information and telecommunication technologies. This unit was created by decision of the Chairman of the Investigative Committee of Russia in connection with the increased number of such crimes, which allows us to talk about them as a threat to national security. Earlier, in this criminal case, a crime was detained, as well as accomplices who collected personal data, information about the location of the victims and the transfer of their murder to the contractor. They are in custody. The accomplices were charged with committing a crime under P.P. “A”, “h” of Part 2 of Art. 105, part 1 of Art. 222 of the Criminal Code (murder; illegal turnover of weapons). As a result of the analysis of the collected evidence, it was established that the organization of these and other crimes was carried out on one of the Internet platforms functioning in the “shadow” Internet segment (“Darkneta”). The owner of this site specialized in providing customers for a fee of illegal services. According to the investigation, he is involved in organizing the murder of two persons, preparing for the murder, acquisition and transfer of weapons and ammunition. The service was carried out on the conditions of anonymity using network conspiracy means. The owner of the service received payment in cryptocurrency or with fiat cash through electronic wallets registered with dummies. Based on the results of investigative actions and operational-search measures, investigators together with the FSB of Russia and the Main Directorate of the criminal investigation department of the Ministry of Internal Affairs of Russia installed the creator and owner of the above “Service”-a 38-year-old resident of Izhevsk. Searches were carried out at the places of residence of the suspect and in his conspiratorial apartment, as a result of which items and documents relevant to the investigation were seized: mobile phones, computers, other technical means necessary to ensure the activities of the service, more than a thousand SIM cards of various communication operators, more 500 bank cards, as well as a large amount of cash. The suspect was detained. The issue of charges and the election of a preventive measure in the form of detention is being resolved. It will also be checked for involvement in the commission of other similar crimes.
