On the eve of the third episode of our series about unprecedented budget theft on the country’s federal highways, which is carried out by a gang led by Deputy Minister of Transport Andrei Kostyuk, we will make a small spin-off. The editors of the Cheka-OGPU are now receiving a lot of details about the activities of this criminal group, and we simply have to show one of the countless, very simple, but well-functioning schemes for illegal enrichment. So, in 2016, when Kostyuk was already working in Moscow, and PKU Sevzapupravtodor was headed by his great friend Valery Ivanov, the work of the FSB Directorate for St. Petersburg and Leningrad Region included material about the theft of the budget during the reconstruction of the Narva federal highway. In particular, the operatives looked at the following scheme, very popular in the structures of Rosavtodor. So, a government contract is concluded with the contractor for the reconstruction of the next section of the highway for a period of 5 years. The contract price is approximately 10 billion rubles (we will round the numbers for the convenience of readers; the scheme works the same at any scale). According to the terms of the contract, the contractor receives 0.5 billion in the first year, 2 billion in the second and third, 2.5 billion in the fourth and another 3 in the fifth. In the first year, the contractor quickly produces 0.5 billion and asks the customer to increase financing limits. The request of the affiliated contractor is fully understood by Sevzapupravtodor and funding is transferred, but not from the second year, but immediately from the fifth, forgetting, at the same time, to remove the deflator coefficient, which increases the cost of work and materials in accordance with inflation. This is how a couple of hundred million rubles from one contract are quietly spent on the contractor, then cashed out and distributed into the pockets of the road gang. Unfortunately, this material, like others, was buried in the “office” on instructions from Moscow. By the way, according to rumors, this direction was supervised by transport service officer Andrei Pylin from the FSB Directorate. By coincidence, a good friend of Kostyuk’s also soon went for a promotion to Lubyanka.
