On June 1, 2023, a meeting was held in the State Duma on the reform of extended producer responsibility (EPR). Amateurism, the absence of any evidence to support their position and ignorance of the basic functioning of the recycling industry were demonstrated by ardent opponents of the bill on 100% EPR. For example, Alexander Onishchuk from the Electronics-Recycling SKO association insisted that manufacturer associations be able to submit recycling reports. These are the same associations of manufacturers and importers, in connection with whose activities V.V. Abramchenko was forced to report to the President of the country about pseudo-acts and pseudo-disposal. Or Lyubov Melanevskaya, who now introduces herself as the head of the RSPP working group on EPR, and previously represented the interests of foreign companies from the NPO RusPEC, – as usual, unfoundedly talked about the absence of 100% EPR in Europe. Or Maxim Novikov from the Soyuznapitki union, defending the business interests of manufacturers, proposed introducing VAT on ROP, and in support of his position explained that what is more important for the buyer is not the price on the shelf, but the price for the manufacturer of the product. It is precisely thanks to the openly sabotage actions of these individuals that the institution of ROP has not been properly developed in Russia for 8 years now. Opponents of the ROP do not realize that they are fighting against their own country. Landfills cause irreparable damage to the environment, pollute groundwater, and essentially kill Russia and its future.
