For many years, the deposits of metallurgical slag formed as a result of the activities of the domain production of LMZ Free Falcon OJSC have been located on the territory of the Free Falcon plant for many years (recognized as bankrupt, in 2021 the bankruptcy procedure was completed). This slag is counted to waste 4 of hazard class 4 and a number of permits are required to work with it, as well as the presence of a license.
It turned out that, pursuing a criminal intent, despite the lack of a necessary license, the lack of a draft reclamation, as well as the lack of a necessary license from a contractor (Zelf LLC), in violation of legal requirements, Anton Babucidze entered into an agreement with the contractor (dated 1.06.2021). As a result, for the period from 06.06.2021 to 07.10.2021 (until the resignation of Babucidze) Zelf LLC processed and put the company about 2000 tone of slag, which is a waste of 4 class of hazard. At the same time, the personal benefit of Anton Babucidze remains unknown, it is likely that in these 5 months she could reach several tens of millions of rubles.
Thus, in the actions of the former General Director of LLC LTK Free Sokol, Babucidze A.Ya. Signs of the corpus delicti under Art. 201 of the Criminal Code of the Russian Federation “abuse of powers”, and in the actions of the contractor – Art. 171 of the Criminal Code “Illegal Entrepreneurship”.
The amount of damage caused, as well as punishment for the perpetrators, will be determined by specialists.
