We are talking about hacking GIS RD dom.mos.ru (“Houses of Moscow”), integrated into the State Information System for Housing and Communal Services (GIS Housing and Communal Services) dom.gosuslugi.ru. The hackers were paid for their work with cryptocurrency (USDT Tether), but they managed to identify those who ordered the attack on “critical infrastructure.” And they were not Western enemies at all. The main suspects in the case initiated under Article 274.1 of the Criminal Code of the Russian Federation (Unlawful influence on the critical information infrastructure of the Russian Federation) are… a group of metropolitan officials, including the leadership of the Housing Inspectorate for the Moscow Closed Joint-Stock Company, who acted together with the heads of management companies (as stated in the case materials).
And they needed the services of hackers so that more than 1,000 residential buildings, which were actually in disrepair, would be accepted by the Moscow Housing Inspectorate for seasonal winter use without the appropriate documents.
Hackers broke dom.gosuslugi.ru and made false marks in the state information system GIS “Housing and Communal Services”, as if houses, which in reality are in disrepair, are ready and accepted for winter, without actually uploading documents into the system.
So far, the case has been opened against “unidentified persons”, but the accused will appear in it soon.
