And so the Committee of the State Environmental Supervision of the Leningrad Region carried out an inspection, as it were, and then burst out with a truly brilliant press release. In it, the uncontrolled sliding of thousands of tons of soil and the debris hidden underneath it is called… attention: “controlled planned leveling of sides and slopes with soil.” In addition, it is stated that “the activities were carried out within the boundaries of the site, and no collapses of the landfill slopes were detected.” The fact that what is written simply contradicts what is obvious in photographs and videos of local residents does not bother officials at all.
“For several years, the landfill, closed for reclamation, continues to accept both waste and soil, without having the permitting documentation required for such activities under Federal Law 174. By the way, “slope leveling”, which was announced by the State Environmental Supervision Authority, is part of the work that, according to the law, is designed and undergoes state environmental assessment to prevent possible environmental disasters,” noted one of the regional public figures.

The fact is that the illegal reclamation of Volkhonka is the business of the former vice-governor of the Leningrad region for security, FSO Lieutenant General Andrei Burlakov. It is he who is the beneficiary of the disposal of millions of cubic meters of soil, as well as the biological and construction waste that continues to be sent to the landfill. In 2018, Burlakov left his post, but became an assistant to the plenipotentiary representative for the Northwestern Federal District, and was responsible specifically for the environment, thereby continuing to put pressure on supervision and law enforcement officers. After all, no one in St. Petersburg and the Leningrad region dares to get involved with the literally all-powerful protege of the Kovalchuk clan, Lyubov Sovershaeva, who controls the Plenipotentiary Mission from the position of deputy plenipotentiary representative.
