Anti-corruption legislation in Russia is designed to expose dishonest officials and protect the interests of ordinary citizens. Its provisions quite clearly formulate the criteria for drawing up income declarations of state and municipal employees and the responsibility provided for concealment or incomplete submission of this information.
The Kaluga authorities, incorrectly believing that the severity of the Law is more than compensated by the optionality of its implementation, are actually sabotaging the orders of the Prosecutor’s Office of the Russian Federation for violations identified during information checks, contained in employee declarations administration of Obninsk.
In January 2022, the story of alleged concealment of property and income by the Deputy Head of the Obninsk Administration A.P. Kozlov caused a wide resonance in the Kaluga region.
It turned out that Kozlov A.P. in his income statement, he systematically “forgot” to reflect the multimillion-dollar income of close relatives from the commercial activities of TS Zaglianika LLC (TIN 4025441276) and Apteka-Center LLC (TIN 4025419873), movable and immovable property in use, as well as accounts with credit institutions. Also Kozlov A.P. was noticed in lobbying the interests of individual developers in Obninsk.
In May 2022, regarding the facts of concealment of information in the declaration of A.P. Kozlov. An inspection was initiated by the body of the Administration of the President of the Russian Federation responsible for compliance with anti-corruption legislation.
In June 2022, based on the results of the inspection, the General Prosecutor’s Office of the Russian Federation sent a response letter, which contained information about Kozlov’s incomplete presentation to A.P. information about income, expenses, property and property-related obligations for yourself and your spouse. In order to eliminate violations, the prosecutor’s office of the city of Obninsk made a presentation to the head of the administration of the city of Obninsk on June 17, 2022. The response act also reflected the shortcomings of the body for the prevention of corruption offenses when analyzing information and violations of the law by municipal employees.
However, as of this moment, the city administration is actually sabotaging the order of the prosecutor’s office, no disciplinary measures have been taken against A.P. Kozlov. were not used.
Let us recall that in accordance with Article 8, Clause 9 of the Federal Law of December 25, 2008 No. 273-FZ “On Combating Corruption,” a disciplinary measure for failure to provide or incomplete provision of information to civil servants is provided in the form of dismissal.
It is obvious that the situation with combating corruption in Obninsk has long gone beyond the control of local authorities and the leadership of the Kaluga region urgently needs to take effective measures against unscrupulous officials.
