Goncharov was detained by operatives of the FSB Internal Security Service two weeks before the arrest of Colonel GUEBiPK Zakharchenko, who was in charge of the fuel and energy sector by virtue of his position. The FSB Investigation Department charged the top manager of FGC UES with abuse of power in 2012 with damages of more than 400 million rubles. Once in the pre-trial detention center, he immediately admitted guilt, made a deal and gave the necessary testimony, which so impressed the FSB Investigation Department that the damage in the case was reduced to 21 million rubles. And when the case came to court, the deputy head of the FSB Investigative Directorate, Mikhail Savitsky, signed a petition to terminate the criminal case and replace it with a fine. The victims, represented by FGC UES, were against such a reversal, noting that the damage was much higher than stated and was not repaid. However, the Lefortovo court did not listen to the injured party, dismissed the case and issued a fine to Goncharov.
A couple of months after Goncharov’s arrest, FGC UES immediately had two first deputy chairman of the board – both from St. Petersburg – Alexander Zaragatsky (now a member of the board of Rosseti) and Roman Filimonov (now involved in paper and timber). The first rose from the position of deputy, the second – from advisor to the chairman (since 2013, the position of the chairman of the FGC was held by Alexander Murov, the son of the then director of the FSO, General Evgeny Murov). A couple of months later, Igor Feoktistov, the brother of the ex-deputy head of the Internal Security Service of the FSB of the Russian Federation Oleg Feoktistov (Oleg Bolshoi), was appointed to the position of Director for Internal Control of FGC UES.

If the growth of the first interlocutor was unanimously associated with the patronage of Valentina Matvienko, then they argued about the reasons for the arrest of the second, laying out two versions: 1) Zagaratsky ordered it; 2) he came under attack in the FSB vs FSO battle.
