New details of the bloody war for the largest wholesale and retail base in North-West Russia, called “Sofia”, have become known. Until 2015, it was controlled by the leader of the Shishtapa organized crime group, Novruz Mamedov. After the victory over the organized crime group of Vugar Huseynov and regular dinners in his own restaurant with prominent heads of law enforcement agencies in his area, Novruz felt a sense of complete confidence in his abilities in the market spaces. His fighters drove around the city in expensive SUVs and loved to have a nice walk. One of these attacks at Music Bar 11 ended with four Novruz militants opening fire, during which a native of Chechnya was killed and two Ingush were seriously wounded. Only one of the four attackers, Jafarov Samir, the personal bodyguard of Mammadov Novruz, answered according to the law for this crime. A possible conflict with representatives of the Chechen diaspora did not frighten Novruz; he explained to interested parties that he would bring 10 times more riflemen to any turnout than Chechens would come.

The ground began to slip from under Novruz’s feet in 2015, when operatives received information about the kidnapping of a small businessman from the Sofia base, Vusal Askerov, who was released from captivity only after his relatives ransomed him. In this case, Novruz and five of his closest militants were arrested and spent several years in custody. In fairness, it should be noted that Vusal Askerov, while Novruz was in custody, decided to gain weight in the criminal environment and became an intermediary in the murder of Ismailov Maarif, who was shot in broad daylight at the Sofia base in 2016. This murder is striking in its cynicism, because Maarif was simply unlucky to be the brother of Elchin, nicknamed “Mashadi” and “Pitersky”.

Elchin took an active part in the famous transnational war between Rovshan Lenkoransky and Lotu Guli on the side of the latter. Elchin, knowing that a hunt had been announced for him, observed all the rules of secrecy and walked around with serious security. Vusal, wanting to gain further support from Rovshan Lenkoransky’s clan, began to follow the instructions of Rovshan’s Moscow relative from Food City named Zaur Akhmedov, who spared no money on killers for Lotu Guli and all his associates. Vusal convinced Zaur that he could organize the murder of Elchin and decided that if Maarif was killed, then Elchin himself would be easily eliminated at his funeral in the future. However, given that Maarif’s killer was caught at the crime scene, Vusal himself was very quickly taken into custody by the investigative authorities. By the way, Zaur, having received news of Vusal’s detention, continued to send teams of killers to St. Petersburg.
