The investigator does not give the operatives any instructions regarding the case, does not ask them for information, and generally does not show any interest in the operational work. The same thing happened when the case was in the 2nd Investigative Department of the Investigative Committee of the Russian Federation (based in St. Petersburg)
“It feels like the appropriate go-ahead has been given. Nobody wants the case to be solved. The investigators themselves do not give any instructions to the operatives. And information from operatives is immediately thrown into the trash. They don’t even answer the phone anymore,” an interlocutor of the Cheka-OGPU noted earlier.
Operatives believe that the “strings” to Petrov’s murder lead from another high-profile case – the theft of 700 million rubles from the budget by the leadership of the Vyborg district administration (in reality, the stolen amount was twice as much). This investigation has grown quite large: it includes charges of negligence, bribery, and two counts of fraud. In most cases, investigations have already been completed. The version of the connection with Petrov’s murder was not pursued at all.
