More than once, the Cheka-OGPU has spoken about unprecedented corrupt nepotism in the development of the St. Petersburg budget with the consent and participation of the current governor of the city, Alexander Beglov. If we take multibillion-dollar city construction, then it is managed by the chairman of the city Komstroi Igor Kreslavsky, the stepson of Beglov’s great friend, the founder of the RosStroyInvest company Fyodor Turkin. We have already written that Kreslavsky can literally do anything – companies that are in the trust of his wife quietly receive multi-billion dollar contracts from the city Capital Construction Fund (FCSR). Moreover, the fund is a subordinate organization of Komstroi! And now the cutting of the budget, outrageous in its impudence and openness, continues. Colleagues noticed how the FDSR awarded another contract for the construction of a hospital building to the LenTechStroy company, which is part of the orbit of the same RosStroyInvest. It seems like a common thing, but the size of the budget is amazing: the contract has become the largest in the history of LenTechStroy. Its cost is almost eleven and a half billion rubles! In one shot, the entire volume of government orders for the 11-year-old company increased by a third.
But the St. Petersburg construction market specialists interviewed by the Cheka-OGPU are not surprised. According to them, it is strange that the companies of the Turkin-Kreslavsky family are not using the same amount of specialized budgets. It’s strange that these friends of Governor Beglov have penetrated into other industries not directly related to construction. Thus, it is believed that at least half of the multi-billion dollar market for the supply of medical equipment to city hospitals and clinics is under the personal control of Igor Kreslavsky.
