Igor Shusharev and Arsen Tsipinov, partners of the former head of Rosalkogolregulirovanie Igor Chuyan, who fled to Montenegro on a Ukrainian passport after causing damage in the amount of 30 billion rubles, for years built an empire of distilleries that owed the state tens of billions of rubles, and in bankruptcy disappeared without leaving a trace of their assets.
The amount of tax debt accruing to companies and enterprises believed to be affiliated with these persons, based only on the data of the audits carried out, exceeded 50 billion rubles, and this is not counting about another 10 billion rubles withdrawn by them to the accounts of companies participating in the illegal circulation and cashing out of funds. And although their names appear time after time in arbitration and criminal cases, they themselves, at best, are held vicariously liable for several thousand rubles.
Of course, such a long, free existence of the “Empire of the 31st Floor,” as the vast enterprise controlled by Shusharev and Tsipinov was secretly nicknamed because their main office is located on the 31st floor of the Empire tower in Moscow City, would have been impossible without serious patrons at the federal level. But at the local level they are covered quite well. We will publish all the names, including serious leaders at the regional and federal levels, and not ordinary clerks of the Federal Tax Service, the Ministry of Internal Affairs and the FSB, a little later.
Contacts with them are carried out by Igor Shusharev, who in tandem is responsible for “resolving issues,” unlike Tsipinov, who is involved in managing the empire.
The end of this cooperation is obviously a matter of near future. In conditions when the budget is in dire need of money, the state cannot afford to waste billions. And no high-profile criminal anti-corruption cases have happened for a long time. And just in time for the upcoming elections.
