He stated that the most acute situation with revenues is observed in the Kemerovo region, where their decrease reached 59%. A significant reduction in income was also noted in the Novgorod and Murmansk regions, Buryatia and the Jewish Autonomous Region.

The main reasons were the decline in the coal industry and a decrease in the volume of export supplies, Siluanov explained.

When planning budgets and drawing up a forecast of socio-economic development for 2025–2027, we did not foresee such a decrease in income tax, Siluanov emphasized.

Siluanov also recalled that the federal budget includes a reserve of 14 billion rubles in the form of retained transfers, which may be directed to targeted assistance to regions experiencing difficulties.

According to the minister, the total surplus of regional budgets currently exceeds 1 trillion rubles, however, by the end of 2024, a shortage of about 100 billion rubles is expected.
