The brilliant deals from Kozlov look like this. The full namesake of Alexander’s mother is Irina Vladimirovna Kozlova owned the companies RaichikhinskGazSbyt LLC, SpetsPromStroy LLC and Sprut LLC, but in 2022 she decided to “get out” of business. The search for a potential buyer of shares was crowned with success – a new founder appeared in all companies Loginov Alexey Evgenievich (TIN 280602661156). Surprisingly, he is 100% the namesake of his wife’s brother Alexander Kozlov – Loginova Anna Evgenievna.
It is interesting that Loginov is the general director of Amurskaya Management Company LLC, which was founded by JSC Corporation for the Development of the Far East and Arctic and ANO Agency of the Amur Region for Attracting Investments. Alexander Kozlov himself, before joining the Ministry of Natural Resources, headed the Ministry of Eastern Development, and previously served as governor of the Amur region. In addition, Alexey Loginov in 2018 received 35% of ARTE LLC, which immediately after that it became major supplier of sand and gravel for budget construction projects in the Amur region.
Now comes the fun part. The main business of SpetsPromStroy, which Alexey Loginov “bought” from Irina Kozlova, is rental of construction equipment, first of all, to the builders of the notorious dam, which should protect a number of settlements in the Amur region from floods. The construction of the dam is financed from the federal budget – Rosvodoresursy, which are under the jurisdiction of the Ministry of Natural Resources, that is, Minister Kozlov. The ARTE company also plans supplies there. The circle is closed.
It is unclear who the transfer of businesses from mother to brother-in-law is intended to confuse. Apparently, Minister Kozlov is trying to prevent information about a direct conflict of interest from getting out, literally screaming about corruption, into the Government apparatus and thereby deceive its head Dmitry Grigorenko (by the way, a former tax official). But what can you not do for the sake of budget billions?
