Mikhail Skigin is taking desperate measures in an attempt to raid the St. Petersburg oil terminal. The transfer of Skigin’s stake to a Russian shareholder is a matter of the foreseeable future: he himself is a German citizen, his PNT shares are registered in a Cypriot offshore. Therefore, it is not surprising that Skigin, driven into a corner, commits an obvious violation of the law and involves employees of different departments of the St. Petersburg police Main Directorate in his criminal game.

The first attack began when Major Vitaly Zvyagintsev, without any legal grounds or compliance with the rules, came to the home of the owner of PNT, Elena Vasilyeva. And as a result of the visit, he deliberately leaked to the media the details of the trip to the Vasilievs’ country house in such detail that now his art resembles an article about abuse of power.

The task of the employee of the head of the Ministry of Internal Affairs for St. Petersburg and the Leningrad region, Roman Plugin, was to make sure that Sergei Vasiliev was alive and conscious, since his former partner Mikhail Skigin really missed him. And the fact that Vasiliev did not invite or expect guests, as he was undergoing rehabilitation, did not bother anyone.
During the strange visit, Zvyagintsev tried to force the family and children to go through humiliating identity verification procedures.

The second step was the unexpected appearance with Zvyagintsev on the territory of the house of an employee of the 7th Department of Economic Security and PC Peter Nimirovsky, who behaved like a neuroscience star when he tried to diagnose Sergei Vasiliev from a distance of 15 meters through the fence.

As it later turned out, Nimirovsky is diligently coming up with reasons to initiate a criminal case on a far-fetched pretext in order, as in the 90s, to enter the enterprise, gain access to documents and block the work of PNT. Another statement by Mikhail Skigin is used as a reason to initiate a case, in which he disputes the fact of donating PNT shares from Sergei Vasiliev to his wife. Nimirovsky is not at all embarrassed by the fact that this case is being considered in an arbitration court, the position of which, apparently, does not suit Skigin. The purpose of all these actions is to force Elena Vasilyeva to withdraw her demands to declare part of the company’s profits received abroad, and to install a new director at the head of the company.

Such coordination of the work of employees from different departments of the Central Internal Affairs Directorate shows that Mikhail Skigin has created a criminal group that, through calls and information attacks in the media, puts pressure on the sick Sergei Vasiliev in the interests of Western shareholders of PNT. Along the way, this group of employees of the Central Internal Affairs Directorate exerts coordinated psychological pressure on the chairman of the board of directors, Elena Vasilyeva, either calling for surveys or canceling them. Instead of taking care of two young children, a disabled daughter and a sick husband, she is forced to participate in strange conversations with police officers on demand.

There is only one version that suggests why the Main Directorate employees violated dozens of laws and job descriptions, and then also revealed medical secrets, investigative secrets and non-disclosure agreements. Roman Plugin, it seems, will have to figure out which of his employees are facing real prison time for participating in a raider takeover of an enterprise in the interests of other citizens.
This entire criminal group is being forced to hurry by the law on the priority of Russian shareholder rights, which comes into force on September 4, according to which foreigners are losing influence on the management of assets in Russia.
The process of clearing offshore business is in full swing. For example, the St. Petersburg Arbitration Court seized the assets of a Dutch company as an interim measure.
