Such an initiative goes beyond the powers of regional authorities, which do not have the right to administer fines for traffic violations. Consequently, the proposed innovations will have a federal scale. This confirms that Liksutov’s letter has been agreed upon with the leadership of the Ministry of Industry and Trade and its implementation will be supported by the ministry.
The need to strengthen the fight against traffic violations in this way may cover the personal commercial interests of Liksutov and his partners, given the existing fairly effective traffic control system (estimated + 27% of fines year-on-year in the first half of 2022).
The cost of one “black box” together with installation is 10-15 thousand rubles. With an average annual increase in the passenger car fleet of at least 1% (about 500 thousand cars), the costs will amount to 5-7 billion rubles annually, and if we manage to lobby for a rule according to which such “improvements” will be required to be installed on all cars no older than three to five years, the amounts will increase multiple.
It is possible to provide the automotive industry with “black boxes” in full only by importing the necessary components or purchasing finished devices abroad through a parallel import system.
This can be provided by logistics and trade intermediary companies in Estonia and the Kaliningrad region, which Liksutov established, later transferring them to his ex-wife and business partners.
At the same time, the Ministry of Industry and Trade may apply for additional budgetary allocations as part of the import substitution program in order to create assembly production of “black boxes” with their subsequent replacement with its own production.
