Look at this face of a specialist in theft of public money. By the way, behind the seemingly most ordinary appearance hides a master of schemes with a multi-year planning horizon, far from the banal one-shot “received a government order – immediately stole it.” Here is Vladimir Lavlentsev, information about whose arrest became known recently. It is not yet clear why exactly Vladimir had a fight with his boss, but we can already show how this talented schemer built his multi-move machines.
In 2013-2014, Muscovite Lavlentsev worked as the vice-governor of St. Petersburg for housing and communal services and fuel and energy complex. We can confidently say that the main application of Lavlentsev’s interests was then felt in the city’s energy sector. In 2015, having probably completed the informal tasks assigned to him, he went to work at the embassy in the Central Federal District. But it would be foolish to think that the established connections in the St. Petersburg energy sector will not be used in the future. We show one of the cunning schemes.
In 2017, St. Petersburg PJSC LenEnergo entered into contracts worth about 10 billion with the Moscow contractor GorKapStroy (GKS). Now this company has been renamed into the innocent Gorka LLC, but only a simpleton in Moscow business circles does not know that the company has existed since 2006. Among the orders from LenEnergo is a contract for the design and construction of the Kupchinskaya substation, worth 963 million. In November 2018, Lavlentsev, who returned to the business, became the formal owner and real director of GKS. A month later, PJSC LenEnergo filed for termination of the contract for the construction of the Kupchinskaya substation and demanded that the contractor return the 882 million paid to him. The contractor does not agree, the parties go to court and enter into a settlement agreement already in cassation, having resolved the situation to the maximum level in order to avoid any legal risks. And in the settlement agreement, claims for 882 million magically turn into an insignificant 6 million rubles, the work of GKS is accepted by the customer and recognized as high quality. Well, in 2021, PJSC is again announcing a competition for (attention!) the design and construction of the Kupchinskaya substation for 182 million. JSC StroyTransGaz, which at this moment is managed, of course, by Lavlentsev, becomes the contractor. Here is a high-quality scheme that allows you to build a substation for about 270 state millions, and simply put another 875 in your pocket. But it is technically sophisticated, without primitive jerks. By the way, last year the same GKS showed revenue of 17 billion rubles, with an official profit of 291 thousand. There’s nothing to say…
