The social nutrition market in the regions is crushed by people close to Gazprombank and Gennady Timchenko.

At the same time, the Fühen group was already almost a monopolist in the socialist market in Lipetsk schools in 2015-2020. Her movement was stopped by the local entrepreneur Vasif Mammadov, who in 2021 won seven out of eight competitions, offering an extremely low price. It could be a dumping.
In any case, Fuzn probably wanted to regain a share in the market. Moreover, the Fusion is included in the top 5 outsourcers of the Russian Federation to ensure nutrition of different formats. Among his customers are the management of the President of the Russian Federation, Gazprom, Rosatom, the Seliger Forum, the Central Bank, Russian Railways and many hospitals across the country. As for the NPK “Special Development” (the amount of state contracts of 1.4 billion), this company is directly associated with the FUUZH Group of Companies, and for a very simple reason – its only owner and leader is the same Daniil Shchedrov, which should be the beneficiary of Fuzhn. This alone can hint at the possible consistency of actions in the market.

All of them can represent large federal players. In this situation, the Lipetsk “Nika Plus” (belongs to the spouses of Lydia and Sergey Frolov), who received the majority of contracts in 2024, maybe their local partner, “tied” to the local authorities led by Governor Artamonov.
No one guarantees that next year most of the lots will take it – rather, the “balance” will shift towards Shchedrov’s companies. The same company has the smallest number of state contracts from the entire trinity – “just” for 408 million rubles.
Where the ears of Timchenko stick out
Thus, the Lipetsk social age market may be attempt to monopolize, and in the situation it would be worth understanding the FAS. But who are the beneficiaries of the Fuzhen Group of Companies and, as expected, NPK “Special Management” – i.e. Danil Shchedrov and Boris Stavis?
Daniil Shchedrov is a very difficult person. Until 2010, he worked as the head of the Oil and gas resources department of Gazprombank, before that in the scandalous Yukos and Western companies PriceWaterhousecoopers and TNK -BP.
Gazprombank is a subsidiary of Gazprom PJSC, which has been led by Alexei Miller for 25 years. At the same time, oligarch Gennady Timchenko is considered close to the bank – one of the richest and most powerful people in the country. Earlier, Stroytransgaz Timchenko was the largest contractor Gazprom. And Gazprombank is one of the main creditors of Stroytransgaz.
In 2010, Daniil Shchedrov was appointed The head of Petroresurs LLC. Petroresurs LLC is a joint venture of the Swedish independent oil and gas company Lundin Petroleum and the Swiss oil engineer Gunvor. 44% of Gunvor Group shares belonged Timchenko and his partner Torbjorn Tornwist. Those. Obviously, Shchedrov is a man of Gennady Timchenko, and quite close to his “oil” affairs and closely worked with all Western business surveillance.
Perhaps Shchedrov is one of Timchenko’s “wallets”. Knowing that almost all the doors are opened in the Russian Federation in front of the oligarch, it is not difficult to assume that it was Timchenko who could put in a word for the Fuzhen Group of Companies – including when receiving state contracts in Lipetsk.
As for Boris Stavisky, he is called one of the former owners and top managers of the Optima technological group (one of the largest IT contractors of the country). Stavis – ex -employee of the NIC “Kurchatov Institute”. The president of the institute is Mikhail Kovalchuk – another major oligarch and a long -standing good acquaintance of Gennady Timchenko.
Until 2022, 100% of Optima owned the Criminal Code, headed by Olga Stavis. She owned 46.9% of the business, but 41% – to the same Daniil Shchedrov. However, in 2012 the situation was different – 35% in the Gazprombank Optima Group of Companies. Circle is closed?
But the most interesting thing is different. In July 2018, it became known about several claims that filed the Optima counterparties to IT Holding. They explained their problems in the group with a delay in payments under state contracts.
In the fall of 2018, bankruptcy lawsuit was filed with the group, the bankruptcy proceedings ended in September 2020. In 2022, Gazprombank initiated a bankruptcy audit of Optima, saying that the group did not return the investment loan for $ 35 million. Antimonopolists found that from 2016 to 2019, these two companies “violently imitated the competition” in auctions for the organization of food. As a result, each of them received state contracts at the most favorable prices, “brewing” at 71 million rubles. Given the volumes of the Fuzhenen contracts, this amount could be strongly underestimated.
As a result, the case of violation of antimonopoly legislation was sent to the police – there they could be re -qualified under Part 1 of Art. 178 of the Criminal Code (participation of the heads of the above commercial organizations in the competition limiting competition). However, as a result, none of the beneficiaries of these companies were injured. Four years later, they took the Revenge, having received the lion’s share of contracts for social education in Lipetsk schools.
The authorities, led by Governor Igor Artamonov, cannot see all this. Since this may be repeated, it is logical to assume that the team of the head of the region from such, allegedly agreed actions in the lining.
