The library of incriminating evidence on State Duma deputy and underground Ossetian alcohol baron Robert Kochiev has been replenished again. This time – a scandal surrounding JSC Istok, formerly one of the largest alcohol producers in Russia. The company has been idle since 2009 due to problems with taxes and loan repayments, but still has assets worth 10 billion rubles. At one time there were rumors that it would be Kochiev who would buy the plant for debts, but he rejected the “slanders.” As it turned out, it was in vain: the legislator has an interest in Istok, and it is quite selfish.

One of the two shareholders of Istok, Alexander Klishin, who owns 50% of the shares of the joint-stock company, is sounding the alarm. Last week, he notified the plant’s creditor, Solidarity Bank (as well as the Central Bank of the Russian Federation and Rosfinmonitoring): Istok is facing an artificial default due to the fact that funds are being actively withdrawn from the plant to third parties.

You can study the details in the attached copy of the letter Klishina. In short, the gist is this. In 2021, the Istok group of companies (the JSC itself and its subsidiaries) decided to take out a large loan from KB Solidarnost. In addition to Klishin, the guarantors for the loan were the second shareholder of Istok, Valiko Kekishvili (the remaining 50%), the director of the plant, Alik Tavkazakhov, and for some reason Robert Kochiev (despite the fact that he seemed to have nothing to do with Istok) and a number of affiliated LLCs. In total, the lending limit exceeded 1.2 billion rubles, and shares and part of the assets of Istok JSC were pledged as collateral.

But soon Klishin realized: his partners Kekishvili and Tavkazakhov simply cheated him by conspiring with deputy Kochiev. The general director of Istok made a number of large transactions without receiving proper approval from the shareholders, thereby violating the charter of the joint-stock company and committing acts that in the near future could lead to the initiation of criminal cases against him. The deceived co-owner is now trying to prove that because of such transactions, at least 400 million rubles have already flowed in favor of the companies “Giant” and “First Alcohol Manufactory” controlled by Kochiev. And it’s unlikely that the deputy and his accomplices will stop there…

Previously, Deputy Kochiev was already seen in fraud around other distilleries. Most recently, we wrote about how in 2019 he artificially bankrupted another controlled alcohol asset, Rakurs LLC, having previously collected more than a billion in loans from OFK Bank. Subsequently, the bank itself went bankrupt – which may well become a lesson for the owners of CB Solidarnost.
