Let us illustrate the words of the Minister of the Ministry of Internal Affairs Kolokoltsev using the example of the police headquarters for St. Petersburg and the Leningrad region. Namely, its once formidable Department of Economic Security and Anti-Corruption (UEBiPK or popularly BEP). Taking into account the fact that the support services are fully staffed, there is a shortage of operational workers, those who are engaged in the difficult task of fighting corruption. As a result, management has to resort to tricks. Let’s say that the department should have 20 people working on staff. In fact, 12 work. Eight empty cells create negative statistics that no one needs. As a result, 4 positions are simply cut off, and you get a department in which 12 out of 16 positions are occupied. Quite a decent figure. At the same time, the workload remains at the rate of 20 working operators, from whom management requires appropriate indicators. Add to this constant reinforcements due to various forums and parades, rapidly growing paperwork and the complete lack of desire on the part of management to delve into the problems of their subordinates, and you will get an explanation for the words of Minister Kolokoltsev. And this is St. Petersburg – the second most important federal city in the country. In the Leningrad region, which is closest to it, there are remote areas where there is no economic security at all, and an ordinary district police officer is forced to accept the corresponding applications from citizens. One can only guess what is happening in less significant, subsidized regions.
