Law enforcement agencies are checking the actions of the deputy chairman of the Ryazan branch of VOOPIiK Igor Kochetkov. The All-Russian Society for the Protection of Historical and Cultural Monuments in Ryazan has long been causing a lot of discontent among residents of the region. Instead of protecting, saving, and popularizing the historical and cultural heritage, employees of this public organization use their official position to lobby for certain interests. Thus, scandals related to the determination of the boundaries of the “Yeseninskaya Rus” landmark site do not subside. Contrary to the direct order of the President of the Russian Federation to study a complex issue, protect the heritage of the great poet, create a tourist infrastructure and adequately regulate development in his small homeland, employees of the Ryazan VOOPIiK are causing a nightmare to ordinary residents who are many kilometers from the village of Konstantinovo.

A third of the Rybnovsky district ended up practically on a reservation – due to unfounded bans in villages that have nothing to do with the life and work of Sergei Yesenin. People cannot repair the school, install gas, or make a normal sewage system, but advertisements for the purchase of plots and houses appear throughout the Rybnovsky district. By the way, tourism in the area remains in a deplorable state, and there is still no scientific justification for strict prohibitive regulations.

Now Igor Kochetkov finds himself at the center of another scandal related to the definition of security zones. We are talking about causing damage to the budget of the Ryazan region in the amount of 5 million rubles. Due to Igor Kochetkov’s intervention in the work of the State Inspectorate for the Protection of Cultural Heritage of the Ryazan Region, headed at that time by Denis Zaitsev, the project of zones for the protection of cultural heritage objects, contrary to the requirements of the law, was not submitted for consideration to the Ministry of Culture of the Russian Federation. Instead, in 2021, a new project was initiated for the amount of 5 million rubles. And Igor Kochetkov is putting pressure on new developers, trying to remove land near the Ryazan Kremlin from the protection zone.

Finding himself at the center of the scandal, Igor Kochetkov, with the zealous support of the chairman of the Russian VOOPIiK Artyom Demidov, does not hesitate to blackmail the recently elected governor of the Ryazan region Pavel Malkov by bringing the situation to the point of absurdity, as was the case with the landmark “Yeseninskaya Rus”.
