Thanks to the publications of the Cheka-OGPU, the activities of the now former deputy chief of the Stavropol police, Mars Kanashev, became known to the general public. The main complaint against Mishagin was that the latter did not notice the numerous signals from the security agencies regarding Kanashev. And there has been talk about trading positions and other violations of Mishagin’s “right hand” since the time they worked together in the Ulyanovsk region.
The thrashing from the head of the Russian Ministry of Internal Affairs, probably the last Chinese warning to Andrei Mishagin, occurred against the backdrop of a failure to make personnel decisions regarding another notorious colonel, Sergei Radionov, who is holding on with his last strength to the post of head of the regional Main Investigation Department.
Under Sergei Radionov, the local Main Investigation Department literally turned into a fairground with all the paraphernalia of contract cases and leaks of real crimes. For example, a criminal case was dropped against a local resident, Andrei Kukhar, who was repeatedly convicted, in connection with illegally obtaining a loan from Rosselkhozbank during the leadership of Dmitry Patrushev. Not afraid of the son of the head of the Russian Security Council, now an ex-investigator from the team of S. Radionov and his deputy Dmitry Belov, Vitaly Revenko, terminated the case on the basis of an examination carried out on the initiative and under the control of the investigative body itself.
As a result, Rosselkhozbank suffered multimillion-dollar losses. In the regional prosecutor’s office, the “scheme” to terminate this case was recognized as legal by the former head of the department for supervision of the investigation, Sergei Piltai. Currently, Belov and Piltai are taking exams to obtain the status of a lawyer and, apparently, very soon they will use their “schematic” thinking in working with the main investigative department as defense attorneys.
