The Moscow enterprise Mosproekt-3 owed to subcontractors 1.8 billion rubles, but did not receive sanctions due to the state order. According to the correspondent of The Moscow Post, such a turn of events can be associated with Marat Khusnullin.
The builder of the Krasnoyarsk metrotramva and not only the Mosproekt-3 enterprise was in a difficult situation. From the accounts of the organization under the last head, Anna Merkulova, 1.8 billion rubles disappeared, which were supposed to go to the wages of subcontractors.
The problems of the organization are primarily caused by the construction of the M12 motorway. The previous leadership of Mosproekta-3 in the person of Merkulova claimed that the money was not received, and the new announced this denied and conducts an official investigation.

Some Russian justice is attracted to the extension of the funds in the construction of the metrotram, and allows others to pay the bills, appealing to the state order. The rhetorical question: could Mosproekt-3 and personally Merkulov hope for such an attitude, if not for the main builder of all Rus’ Khusnullin?

It usually happens the other way around, but it is here that the parties have changed places. Why did this happen? The answer lies on the surface of TD MKD LLC – it seems to be another structure of people close to Khusnullin.

The founder of TD MKD LLC is Akme UK LLC, in which Viner Khafizov is registered with Isaev’s partner. In addition to LLC UK AKA, this person was the founder and general director of Bulgar-Service LLC. Today, this organization is also rewritten to AKMA UK LLC. It is known about Hafizov that he was the head of the project in one of the Lukoil’s daughters and is an namesake (or relative?) Marat Hafizov, who has been heading Husnullin since 2017, not without the help of Khusnullin “Muscapstroy”.
The Bulgarian Service performed contracts for Transneft-Siberia JSC and, like Mosproekt-3, he was in a strange way with some of his counterparties. A dispute with Energo Engineering LLC is more likely to remind you than a commercial conflict. The parties simply exchanged payments in claims, and this ended.
Thus, in the outcome of the dispute of TD MKD and Metrostroy-3, there is nothing surprising.
A logical question arises, is it not a classic way to launder money through the court? The company in a pre -bankrupt state recognizes the lawsuit by its inaction and pays the money to the counterparty, after which they become inaccessible to other creditors.
