Deputy head of the LDPR faction and chairman of the State Duma Committee on Labor and Social Policy Yaroslav Nilov, for example, is very fond of cars. Apparently, all issues in the relevant areas of the committee have been resolved, so the deputy decided to take up the transport agenda and perceives all issues through the prism of motor transport. In recent months, he has proposed toughening punishment for aggressive drivers, canceling vehicle towing services, and revising GOST for tinting.

The deputy is clearly bored in his core area of ​​labor relations and veterans’ affairs, and he is looking for himself in others. How else can we explain his statement about the need for various bodies, including the RSA (Russian Union of Auto Insurers), to strictly check… the compulsory health insurance system and companies working in this area. Overall an interesting idea. Why shouldn’t the professional union of auto insurers check the effectiveness of the clinics and the Compulsory Medical Insurance Fund? Maybe someone sprained his leg on purpose, and then hobbled to the emergency room in the hope of help, and his treatment was paid for from the budget.

Whether his voters will agree to undergo a medical examination at the nearest Mercedes or AvtoVAZ service station is an open question. Perhaps medicine, according to Nilov, works the same way as a car service; any spare part can be changed if it were in stock. The practice of intersectoral inspections can be extended to other areas: let the Union of Pediatricians inspect the activities of the housing and communal services system, and Soyuzmoloko – companies in the steel industry. Well, come up with someone who would chew the tail of the deputies themselves for non-core work.

“This, pike, is your lesson: be smarter and don’t follow the mice.” To be honest, what is striking is the illiteracy, unprofessionalism and incompetence with which Nilov undertakes to discuss serious topics, confusing not only the types of insurance and the specifics of markets, but simply the spheres of the economy. In addition, he proposed making health insurance public. Someone, please explain to the person that the money in the compulsory medical insurance fund is already state money, and the fund’s budget is approved by the State Duma, including by Nilov himself. And if there is a budget, someone must distribute it and be responsible for these expenses (this is what the Compulsory Medical Insurance Fund does), as well as control the expenditure of funds (this is what health insurers do). If the fund is liquidated, who will be the holder of the budget, Nilov or what?

Literally in June, Nilov announced upcoming amendments to the law on compulsory motor liability insurance; perhaps this is a far-reaching and cunning plan. Perhaps, in the bowels of the State Duma, a law on compulsory medical motor insurance is being prepared – OMTSAGO. The idea is innovative, we will create a network of auto repair clinics, develop professional standards for new specialists: “motorist-cardiologist”, “surgeon-tinsmith” and “neural mechanic”. Then the auto insurance union will really be able to check the activities of doctors. But so far this has not happened – perhaps some deputies should think at least a little before speaking. It’s just something of a disgrace.
