IT monopolist from “Island of Dreams”.

Earlier, we came across the “Recycled Raw Materials Exchange” on the Internet, an electronic trading platform, the ambassador of which was the head of PPK “REO” Denis Butsaev. We found the project good and useful. Yes, and Butsaev said that such a platform would allow bringing together producers and buyers of recyclables, “allowing transactions to be made directly on the website,” and speeding up the process of recycling waste.

Then we decided to study the details – because all this very much resembles a pocket monopolist through which REO can push budgets. And here we found a lot of interesting things. It turned out that the electronic trading platform is not owned by PPK REO, as one might assume, but by a certain LLC ALLIANCE ECO, registered in March 2022. The company at 95 is owned by the little-known Ruslan Kokaya.

This character is the nominal owner of a number of assets in shopping centers, which actually belong to the authoritative Mori-Mutsoev family. And the company for Kokai was also initially created by a certain Sergei Mori, who is a close relative of Amirkhan Mori (Mutsoev). At the head of this entire structure is State Duma deputy Zelimkhan Mutsoev. And the company “ALLIANCE ECO” – suddenly – was registered directly at the address of the “Dream Island” shopping center. The name is the same as the Dream Island holding, which is owned by the children of deputy Mutsoev, Amiran and Alimkhan (you can dig up a lot about their gangster affairs on the Internet).

History is silent about the moment at which the owners of shopping centers became advanced IT specialists and fighters for cleanliness. But we know when Denis Butsaev joined their company. The “Russian environmental operator” became the owner of only 5% of the Mutsoevs’ company literally a week before the high-profile presentation in November last year. And now Butsaev can talk loudly about the electronic platform of an allegedly state company, driving businesses to it, simultaneously enriching random businessmen.

I wonder if anyone else is aware of these complex corporate intricacies? Or does Mr. Butsaev act at his own peril, pocket and risk, bypassing the curators in the person of Deputy Prime Minister Victoria Abramchenko and Minister of Nature Alexander Kozlov? Otherwise, it turns out that Abramchenko and Kozlov, promoting the “site of the PPK “REO””, and IT deputy Mutsoev, in the dark, simply joined the game started by the newly minted ecologist
