Now the company is registered to a certain Vladislav Shmelev, but previously it was officially owned by the family of Anton Sukhanov, who was the deputy chairman of the St. Petersburg Committee for the Development of Transport Infrastructure (KRTI). It was no coincidence that the official ended up in his place, because once at school he was in the same class with Andrei Kostyuk. As we have already said, Kostyuk is now the Deputy Minister of Transport of the Russian Federation and is actively lobbying for the transfer of tens of billions of rubles into the hands of his friendly company EuroTransStroy (ETS).
While Sukhanov was deputy chairman of the committee, another company, MK-20SH LLC, made a good billion rubles repairing St. Petersburg tram tracks. Now MK-20SH, with a total portfolio of government orders of almost 4.5 billion, has been liquidated, but in that glorious time, Sukhanov’s nephew Vyacheslav Shilin was among the founders of the company.

According to the Cheka-OGPU, the number belongs to Vadim Bagishev, a well-known road worker in the Leningrad region. He led the now liquidated Divny Grad company with government contracts worth 4.2 billion, and among the former owners is the wife of the current owner of LAT, Alisa Shmeleva. Without even trying to dig deep, we saw the distribution of government contracts in St. Petersburg and the Leningrad Region to affiliated companies for almost 14 billion rubles (not counting the federal “ETS” with their 90 billion).

He holds management positions in a number of companies from different regions of the Northwestern Federal District. For example: JSC “Komi Road Company” – government contracts for 20 billion, Pskov JSC “DEP No. 275” – government contracts for 1.5 billion, LLC “Tudarenda” from Komi – for 2.4 billion, JSC “Daewoo-3” from Pskov – by 4.4 billion.
