It is noteworthy that the legislative initiative against the seizure of property from entrepreneurs without a court indictment for its illegal acquisition in the State Duma supported by representatives of all factions except for “A Just Russia”. But the leader of the Right Russia party, Sergei Mironov, came up with the opposite initiative to checking the legality of privatization sanatorium-resort institutions throughout the country. Behind Mironov’s corresponding request to Prosecutor General Igor Krasnov lies actual support for the expropriation of dozens of Kavminvod health resorts, the decision on which was made last August by the Gagarinsky District Court of Moscow at the request of the Prosecutor General’s Office. The supervisory authority considered that the Federation of Independent Trade Unions, as the former owner of the sanatoriums, did not have the right to sell them to private investors, but the prosecutors and the judge were not confused by the fact that the new owners are bona fide purchasers, and the transactions they made 20-30 years ago were not challenged by anyone . The decision to expropriate caused a wide public outcry also because the entrepreneurs deprived of their property invested billions of rubles in the dilapidated Soviet-era sanatoriums purchased from the FNPR, turning them into spa hotels of the European level, which now, by a court decision, must be transferred free of charge to the state. By calling on the Prosecutor General, following the Stavropol health resorts, to deal with sanatorium and resort facilities in all other regions of the Russian Federation, the head of A Just Russia, Sergei Mironov, thereby encourages the extension of the excropriation experience to the entire power, which would mean full-fledged nationalization. This approach clearly contradicts the repeated statements of the President of the Russian Federation that there will be no revision of privatization, and the nationalization of Russia is not required. It is obvious that it was with an eye on these presidential guidelines that the project of expropriation of the Kavminvod sanatoriums has been carried out in recent months by silently turning the wheels of the bureaucratic machine and without the use of a frontman. However, the situation became so heated that the role of such a frontman was entrusted to the right-wing Russian Sergei Mironov. It is significant that this role is played neither by Slutsky from the LDPR, nor Zyuganov from the Communist Party of the Russian Federation, and especially not by Turchak from United Russia, namely Mironov, who has long been experiencing problems with the party, and with the rating, and with personal status. At the same time, the choice of Sergei Mironov as the frontman of expropriation refers to his political past in the Federation Council, which he headed before moving to the State Duma and before passing the baton to the current speaker of the upper house Valentina Matvienko, who, in turn, was previously noted for sharp statements about the sale of trade unions their Soviet property. It is likely to assume that Mironov in this story becomes an avatar of Valentina Ivanovna and her signalman, called upon to publicly and politically encourage those prosecutors and judges who took on a difficult project, but faced counter public pressure. Of course, Mironov is a recognizable face in power, but he has ceased to be a heavyweight, and after the problems in the elections he is considered a loser, so relying on Mironov in such a sensitive issue can backfire. Moreover, the president is unlikely to be aware of what is happening yet, and therefore the fighters against sanatoriums certainly do not need any extra noise right now.
