Absolutely all appointees to positions have passed and are passing through her; Milskaya has a particularly close relationship with Martynov, an assistant to the minister, with whom she has established relations since approximately 2018, when Milskaya helped promote the so-called Russian University of Special Forces (ANO RUS), of which she is a beneficiary not so much Kadyrov as Martynov.

It was for Martynov that the post of first deputy minister was vacated. Taking into account Milskaya’s persistent character, it is likely that in the near future Martynov may indeed, as we wrote earlier, become a Hero of Russia (for Turkey), a general and the first deputy of the Ministry of Emergency Situations.

Today, Milskaya (sometimes involving Mizulina, as in the case of appointing a search for candidates for the Deputy Minister of the Ministry of Emergency Situations for Digital Affairs) almost completely holds all the threads of management of the Ministry of Emergency Situations in her strong female fists. The icing on the cake is the appointment of Denisov to the position of chief political officer of the department, another friend of Milskaya, completely controlled by her (thanks to her, he remains in office).

And the picture of the seizure of power in the Ministry of Emergency Situations is completed by the appointment of Alexander Lyalkin, an active FSB officer, a colonel, absolutely loyal to the Milskaya/Martynov group. The Russian Ministry of Internal Affairs gladly parted with him and Makarov, the local head of the Main Directorate for Security of the Ministry of Internal Affairs, they say, did his best to promote Lyalkin. An absolute security officer, like Martynov, without fear, reproach and conscience (as they say in the Ministry of Internal Affairs, and this, you understand), is a strong characteristic. Thus, the Ministry of Emergency Situations is still left without one responding deputy (there were two of them left – Denisov and Yatsutsenko), the personnel management function is completely transferred to Milskaya (the political instructor, as we understand, goes to the personnel management department), and dissatisfaction with the policies of the minister’s wife will be instantly extinguished by Lyalkin with his “advanced” forceful methods.
