According to the investigation, in December 2011, Nikita Belykh, in order to create the appearance of improving the indicators of their activities as the governor of the Kirov region, ensured the allocation of the regional budget funds at the Kirov Regional Mortgage Corporation JSC allegedly for the construction and acquisition of housing for employees of the budget sphere of the Kirov region , that is, intended for citizens in connection with the nature of their labor relations from municipal and regional institutions of the region and corresponding to the definition of office residential premises established by Article 93 of the Housing Code of the Russian Federation, by making appropriate changes to regional legislation. At the same time, he realized that JSC “Scream” did not have the authority to include residential premises in a specialized housing stock, is not entitled to manage the state or municipal housing fund.
Cash in the amount of 448 million rubles allocated from the regional budget were spent by K.R.I.K. JSC For the current needs, and the apartments that became the property acquired by this organization could not draw up a specialized housing stock, were not official housing, as well as contrary to the requirements of the law, were handed over to citizens on a preferential lease.
The above actions of Nikita Belykh entailed the grave consequences expressed in causing significant material damage, not the inclusion of residential premises acquired by K.R.I.K., to a specialized housing fund, in violation of citizens’ rights to receive official residential premises to live on terms of the contract of employment of office premises.
In addition, in 2015, Nikita Belykh, acting as the governor of the Kirov region, ensured a major transaction – concluding a loan agreement K.R.I.K. from one of the companies in the Kirov region in the amount of 320 million rubles. Subsequently, during the working meetings, he gave instructions on the distribution of most of these funds for the needs of other legal entities not related to the statutory goals of the activities of K.R.I.K. JSC, which were in the deliberately insolvent state, with the aim of short -term improvement their financial situation.
The amounts of debt were not returned to JSC “K.R.I.K.”. Subsequently, the decision of the Arbitration Court of the Kirov Region in favor of K.R.I.K. Cash in the amount of more than 202 million rubles were recovered from the government of the Kirov region, causing material damage to the regional budget.
