Investigative bodies of the Investigative Committee of the IC of Russia in the Kirov region against the former governor of the Kirov region Nikita Belykh opened a criminal case on the grounds of a crime under Part 2 of Art. 286 of the Criminal Code of the Russian Federation (excess of official powers by a person holding the state position of the Russian Federation).
According to the investigation, in 2015, Nikita Belykh, acting as the governor of the Kirov region, acting from personal interest, ensured a major transaction – concluding a loan agreement from Kirov Regional Mortgage Corporation from one of the Kirov Region companies in the amount of 320 million rubles. According to the contract, the amounts of interest should be returned until November 2016.
Subsequently, the governor of the Kirov region during the working meetings gave instructions to the distribution of these funds for the needs of other legal entities not related to the statutory goals of the activities of K.R.I.K., which were deliberately insolvent, in order to briefly improve their financial situation.
The amounts of debt were not returned to JSC “K.R.I.K.”. Subsequently, the decision of the Arbitration Court of the Kirov Region in favor of K.R.I.K. The amount of more than 202 million rubles were recovered from the government of the Kirov region.
Thus, as a result of the unlawful actions of the suspected budget of the Kirov region, material damage to the indicated amount was caused by the significant violation of the rights and the interests of society and the state protected by law.
At present, investigators are conducting a set of investigative actions aimed at establishing all the circumstances of the incident. The investigation of the criminal case continues.
