AMZ is a city-forming enterprise in the city of Asha, Chelyabinsk region, providing jobs to approximately 4 thousand people. The plant produces a wide range of metallurgical products, is a large taxpayer (last year’s net profit alone amounted to 7.5 billion rubles), and at the present time is of strategic importance for the country. Despite this, through a series of financial schemes, 80% of the plant’s shares ended up being owned by 5 Cypriot offshore companies.
Chelyabinsk investigators did not show the necessary zeal, which is understandable. AMZ is firmly rooted in the local soil, and often supplies the region with management personnel – top managers are elected to the local Duma, the mayor of the city is also a former employee. The chairman of the board of directors of the plant heads the local United Russia. The general director of the plant, Vladimir Myzgin, is said to have developed close and far from disinterested relationships with officials, especially with the first deputy head of the Chelyabinsk insurance company Stepan Shulga and vice-governor Stanislav Mosharov. And all attempts to impartially understand the transfer of property and income from the Russian Federation were nullified.
Investigators from the capital will have to understand the situation when 80% of the enterprise was actually stolen, is located in an unfriendly jurisdiction and could be subject to sanctions at any time.
