Metrostroy OJSC – a Russian construction company, which is the main contractor, can be said to be a monopolist of the construction of the lines of the St. Petersburg metro. In fact, St. Petersburg now owns the shares of Metrostroy OJSC, in the person of the Committee of Property Relations, however, this seems to be few representatives of the transport block.
A serious intention to control this giant of the metro -building industry led to the fact that for a start, they “brought up” the apprecious general directors. Then a small personnel rearrangement was needed. Again, in order for some of the budget funds to move into Rodionov’s pocket and associated persons. It is enough to see the largest customers of Metrostroy OJSC – St. Petersburg GKU “Directorate of Transport Construction”, the Committee for the Development of Transport Infrastructure (Sizov), the Construction Committee, the Transport Committee (Velesevich). In each of these departments, Rodionov has connections. The leader of the Transport Group of St. Petersburg Rodionov-Verevich-Sizov has already “decided” everything: employees of OJSC Metrostroy will be transferred to the created Metrostroy Northern Capital JSC. For Rodionov and Co, of course it is very convenient – the new company is under the full control of the city government, where Rodionov feels very calmly. Apparently, M. Sokolov does not make decisions without his faithful adviser. 
Rodionov has already been filled with “bright thoughts” in relation to the Metrostroy Northern Capital JSC. To do this, you only need to create the necessary conditions, namely, put the right people in the leadership positions.
In the existing OJSC Metrostroy, I. Kargin was removed from office. Rodionov appointed Alexei Starkov to this place. Thus, already in early July it was known that the change in the leadership of Metrostroy was carried out on behalf of the transport group of St. Petersburg Rodionov-Verevich-Sizov.
M. Sokolov continues in every possible way to promote his adviser Rodionov. Rodionov’s appointment to the post of Deputy General Director of Metrostroy OJSC will later turn into personnel shock. Starkov becomes the first deputy, and Rodionov becomes the general director. Thus, Starkov will only be a bargaining coin and will return to the post that there is … And it will be done to be as easy as possible to transfer all the current contracts of the Metrostroy Northern Capital JSC, which was created with the aim of appearing a monopolist in the construction of the metro.
