For four years, the system worked flawlessly – everyone was happy: both doctors and residents.
However, in 2017, the Main Investigation Department of the Investigative Committee of the Russian Federation opened a criminal case under Part 1 of Art. 286 of the Criminal Code of the Russian Federation in relation to Artur Kontrabaev, an official who left its power structures in 2015, was accused of exceeding official powers.
According to the investigation, Kontrabaev and “other unidentified persons” admitted that they spent an extra 13 million rubles from the budget on the “Health Informatization Program for the Tula Region” during the installation of the system.
As a result, the case, as expected, fell apart – it was closed in the summer of 2020, due to the lack of evidence of a crime. However, someone in the Investigative Committee was not satisfied with this, and they went further, opening a new criminal case: this time about embezzlement under Part 4 of Article 160 of the Criminal Code of the Russian Federation.
The paradox of the situation is that the Government of the Tula Region itself does not consider itself an injured party at all – the system works and is highly appreciated at the federal level.
Back in 2018, as the Minister of Health of the Russian Federation, Veronika Skvortsova, when visiting the region, noted the high degree of electronic document management in the health information system.
Later, in February 2021, the Government of the Russian Federation compiled a rating of the digital maturity of the constituent entities of the Russian Federation in the field of healthcare based on the results of 2020. Its leaders were the Tula and Tambov regions, Russian Deputy Prime Minister Dmitry Chernyshenko told reporters.
Then in whose interests is this criminal case? Perhaps someone has an interest in striking the area? The region is in a pretty good position, and in terms of healthcare modernization it is generally a leader. And Kontrabaev and Chernousov are just bargaining chips. But the game continues and maybe soon everyone will be talking about the new Minister of Informatization, Mr. Ya. Rakov? After all, it was during his period of leadership since 2015 that the ministry continues to work with the Smart Delta Systems company, concludes new contracts within the framework of the requirements of federal structures, expands the implementation of new modules while continuing to spend budget money on this.
