In the Tula region, another round of conflict is developing, both between the regional law enforcement agencies themselves and the regional government.

So, on January 28 of this year, the first cassation court of general jurisdiction granted the cassation representation of the deputy prosecutor of the Tula region A.N. Shelepanova and canceled the acquittal against the head of the administration of the municipality of the Bogoroditsky district of Vadim Igonin.
Igor is charged with Part 2 of Art. 293 of the Criminal Code of the Russian Federation (negligence, which entailed by negligence of the death of a person). The criminal case was instituted on the fact of falling on a 6-year-old boy section of a section of an ownerless concrete fence. The child died of injuries in the hospital. The representative of the prosecutor’s office asked the court to appoint 4 years in a colony-settlement, as well as an additional punishment in the form of a ban on, to occupy certain positions for a period of 3 years.

However, the courts of the first and appeal instance did not agree with the opinion of the prosecutor’s office.

According to the available information, the Government of the Tula region made maximum efforts to ensure that the court decision was in favor of Igorin.

The regional prosecutor Roman Praskov categorically did not agree with this. It was after a tough conversation in the office of the prosecutor of the region that a cassation representation appeared signed by his deputy Shelepanov.

It is worth noting that recently, the regional prosecutor’s office has aggravated relations with the regional department of the FSB.

Many observers associate this with the strengthening of prosecutorial control over criminal cases, operational support for which the FSB in the Tula region conducts. Local security officers accustomed to complete permissiveness, and almost monopoline controlling the Result market in the Tula Regional Court were extremely unhappy with this approach.

As a result, the flow of the NFSB directed to various Moscow authorities of compromising materials on the subordinates of Praskov sharply increased.

Most of these information were obtained from various reasons of the employees dismissed from the team of the former prosecutor of the Tula and Ryazan regions Oleg Chernysh.

Moreover, the current employees of the prosecutor’s office were given a recommendation on the undesirable contacts with the Chernysh, now working in one of the commercial structures of the Tula region.
