The State Duma approved in the first reading a bill granting tax authorities the right to collect tax debt, fees and insurance premiums without going to court, the correspondent of The Moscow Post reports.

The initiative introduced by the Government of Russia provides for the use of an extrajudicial mechanism for cases when an individual independently expects his obligations. This applies to situations related to the filing of tax returns or the application of a special regime for self -employed.

However, if the amount of the debt is determined by the tax service, a similar procedure is allowed only in the absence of a dispute by the taxpayer.

Figitting control over debt collection will be preserved exclusively for those where the requirements are not indisputable. For organizations and entrepreneurs, a similar procedure is already applied.

The bill also offers three options for interaction between the tax service with citizens on debt issues: through the taxpayer’s personal account, public services portal or registered letter. The Accounts Chamber, in turn, recommended adding the possibility of using my “my tax” mobile application for these purposes.

It is expected that the law, if adopted, will enter into force on November 1, 2025, but not earlier than a month after its official publication.

The main advantage of the introduction of the extrajudicial order, as noted in the financial and economic justification, is to reduce the load on the courts, reduce postal and time costs, as well as accelerating the receipt of funds to regional and local budgets.
