The audit revealed ridiculously brazen violations. For example, the administration managed to “buy” a hundred tickets for a concert in memory of Tchaikovsky, although admission to the event itself was free. Additional payments were found for work that no one did, or for something that could be done for free.
Then the investigation was organized by the Investigative Committee. The established violations were classified under Article 159 of the Criminal Code of the Russian Federation, and the accused was the former head of the local administration of the Kupchino municipality, Konstantin Borisov. In March 2023, he was taken into custody. This preventive measure was chosen because in his biography there was a story from the early tenth years. Konstantin Borisov was then an entrepreneur working with government orders. As part of the construction of a boiler house for a boarding school in the Boksitogorsk district, 2.5 million rubles were missing. The case came to court only in 2017. Borisov denied guilt, and the consideration of the case was terminated due to the expiration of the deadline.
Such resourcefulness and arrogance can be hereditary. After all, Konstantin Borisov is the son of Vladimir Borisov, nicknamed “Ensign”. This former military man in the 90s, together with Yuri “Tankman” Biryuchenko, put together a group of former special forces soldiers. They were engaged in protection protection and contract killings. In 1998, “Tanker” and several other fighters were arrested. In 2007, Borisov received suspended sentences. And already in 2021 they remembered him again, but as an alleged fraudster. “Ensign” had to be obtained from Bulgaria through extradition.
