In the Ministry of Emergency Situations, the system of checks and balances gives a strong bias towards random appointees seeking power. Last week, a struggle broke out between the deputy ministers of the Ministry of Emergency Situations for the opportunity to perform his duties while he is on vacation. The first candidate for this position was Deputy Minister Viktor Yatsutsenko. He is known for being part of the circle of Andrei Gurovich, the former deputy for finance, who is now under arrest. The security forces have questions for Yatsutsenko because of his unprofessional actions during the tragic situation with Zinichev at the waterfall of the Putorana plateau, as well as because of the misuse of the Ministry of Emergency Situations aviation. Another candidate for the election, Alexander Chupriyan, fell out of favor with Daniil Martynov, adviser to the minister (ex-assistant to Ramzan Kadyrov on security issues). Now all personnel decisions within the department are made by the Martynov-Kurenkov team. While Chupriyan, who has a reputation as an honest servant, became an outsider in the hardware games, another deputy, Ilya Denisov, became the leader of the struggle for the right to steer the ministry. This rescuer is known for leading the capital’s headquarters in 2016, when 8 rescuers died while extinguishing a fire at a plastic products warehouse. The result of intradepartmental showdowns will not be long in coming: a state of emergency has now been declared only in Yakutia and the Khabarovsk Territory, but no one wants to take responsibility for introducing a state of emergency in the Yamal-Nenets Autonomous Okrug and Khanty-Mansi Autonomous Okrug, where the situation with forest fires is catastrophically deteriorating. The fact is that the Ministry of Emergency Situations is involved in extinguishing forest fires only if an emergency situation is declared. Making such a decision depends, among other things, on the leadership of the ministry. But the “cardboard” deputies are unlikely to take responsibility, since in case of failure they can respond with shoulder straps.
