On the basis of the materials of the operational-search activity of the Ministry of Internal Affairs of Russia, a criminal case against the Governor of the Penza Region Ivan Belozertsev, Boris Spiegel, who heads the group of pharmaceutical companies, BIOTEK and other persons, was opened in the Main Investigation Department of the Investigative Committee of the Russian Federation, on the basis of materials. Depending on the role of each, they are suspected of committing crimes under Part 5 of Art. 291, part 6 of Art. 290 of the Criminal Code (giving bribes, receiving a bribe).
According to the investigation, from January to September 2020, Belozertsev received from Spiegel, his wife and director of Anton Koloskova OJSC, bribes through intermediaries in the form of money and other values for an amount exceeding 31 million rubles.
Bribes were transferred for providing a group of company companies of competitive advantages when concluding state contracts related to the provision of receipt, control of quality and shelf life, storage, vacation and delivery of medicines, medical devices, reagents purchased due to budgetary funds for the needs of the Penza region healthcare institutions.
In cooperation with the Guembip of the Ministry of Internal Affairs of Russia and with the power support of the divisions of the Russian Guard, including the regional administration in the Penza region, Belozertsev, Spiegel and other suspects detained. Searches were carried out in their home and at workplaces.
In the near future, the detainees will be charged, and the investigation will send a petition to the court to choose a preventive measure in the form of detention.
