In difficult times for the country of covid restrictions, and then the SVO, the state is trying to support small businesses, without which the existence of a market economy is impossible. Vladimir Putin, Prime Minister Mikhail Mishustin and members of the government have repeatedly spoken about this. As a result, a number of decrees were issued that, theoretically, should make life easier for businessmen. For example, Russian government decree No. 336, effective March 10, introduced a moratorium on various business inspections by government services in 2022.
Exceptions are made for particularly dangerous objects, children’s institutions, as well as in cases of force majeure situations that threaten the lives of citizens. In all other cases, business should work quietly, pay salaries and taxes, and fill the country’s economy with life.
But this is in theory. But in fact, the desire of large criminal businessmen, who are channeling billions of rubles into shadow circulation, is capable of canceling any signature of Mishustin. Here is a simple example – there is the Gatchina district in the Leningrad region, and in it the worst legacy of the USSR is the “New World” waste landfill, owned by the family of the local oligarch Anatoly Yazev. For understanding, this is a mountain of rotting household waste from St. Petersburg, more than 70 meters high. The landfill is overfilled and should have been closed in 2019. But thanks to the connections of the elder Yazev, this did not happen and hundreds of thousands of tons of waste are still going there.
As a result, landslides constantly occur at the site, accompanied by waves of monstrous stench, which spreads throughout the nearest populated areas.
For almost a year now, the authorities have been receiving thousands of complaints from locals suffocating from the putrid stench.
How to react? Shut down Yazev, who is actively sharing money?
Of course not.
Instead, a bolt is simply put on government decree No. 336, and according to statements from fake environmental activists, also working for the Yazev family, government agencies begin searching for the source of the stench in small businesses that have the misfortune of operating near the landfill. How they tell our colleagues, various prosecutor’s offices, the regional Ecomilitia, the federal Rospotrebnadzor and Rosprirodnadzor, all sorts of local administration commissions, the Ministry of Emergency Situations, the regional state environmental supervision and even gas services actively rushed to create a nightmare for business.
For example, just seven local companies whose names became known to the media have undergone a total of 26 different inspections over the past nine months. But in reality there are more companies and inspections. As a result, businessmen simply cannot work, constantly serving the persistent attention of inspectors.
The activities of some companies have practically stopped, others have stopped working altogether. Well, what will happen to the hundreds of workers who remain without wages – the inspectors don’t care.
That is, all these bureaucrats, in uniform and without, are posing as fools or blind. 70 meters of rotting solid waste rise right in front of their noses, garbage trucks are driving to the landfill in columns, and they don’t understand where the stench comes from. The district administration is looking for a company to analyze unpleasant odors in Gatchitna for 1.4 million budget rubles. You can laugh – a group of experts will be given complaints about the stench for the last two years and a list of local businesses. They must study what and where the smell comes from until November 2023. Apparently they will also hire blind experts.
Well, now the crown of corruption obscurantism. On November 1, the administration held a meeting at which Marine Tonoyan, chairman of the state environmental supervision committee of the Leningrad region, spoke. She said that in the near future inspections will be carried out at 11 more small enterprises and this decision has already been agreed upon by the prosecutor’s office. In particular, they will look for a putrid stench at an oil depot, cardboard and metal production, and even a sawmill. But, of course, not on a giant training ground. It seems that the answer to the question – into whose hands the garbage oligarch Anatoly Yazev is shoving his foul-smelling banknotes has already been announced.
