The reason for the appeal was the results of an audit by the Accounts Chamber of the state enterprise Vyatavtodor, which is responsible for the construction and repair of roads in the region. Irregularities in the company’s work are associated with the figure and commercial interests of Alexander Churin. Firms established by the Churinsky plant “Selmash” worked on contracts and subcontracts, supplying materials for road work, for which the state network of asphalt concrete plants was actually destroyed. But the most egregious fact was the secret sale of two buildings of the region’s representative office in Moscow to Selmash structures.
So far, no real steps have been taken to bring the perpetrators to justice. With their appeal, the Kirov deputies and the governor actually expressed no confidence in the local investigative structures. The letter to Bastrykin was supported almost unanimously by all factions of the Legislative Assembly. Only one voted against – the younger brother of the Kirov prime minister, Sergei Churin.
