The judicial panel for criminal cases of the Fourth Court of Cassation of General Jurisdiction changed the sentence of a former employee of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region, Mikhail Goncharov.
Goncharov was detained as part of the activities carried out by the Investigative Committee of the Security Service of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region together with special forces in April 2021.
Then, on the same day, searches took place at the former employee of the Ministry of Internal Affairs – bailiff Mikhail Goncharov, ex-deputy head of department M of the regional FSB Directorate Roman Upornikov and at the inspection headquarters of the Main Directorate of the Ministry of Internal Affairs of Russia for the Rostov region. Sources from law enforcement agencies indicated that the events were related to the detention of the administrators of the regional security telegram channel “Deputy of All Directorates”, Rat of Rostov. Among those detained that day were former and current employees of the Ministry of Internal Affairs, the FSB, and one journalist. The operation was supervised by the deputy head of the SB ORCH of the Main Directorate of the Ministry of Internal Affairs, one of the frequent heroes of the “Rats” channel, Evgeniy Kolesnikov (currently fired, and is trying to resolve the issue of not opening a criminal case against him).
The reason for carrying out a large-scale operation was the statement of Olga Goncharova-Zasypka, a frequent heroine of the publications of the “Rat” channel, an employee of the Rostov BSTM and the ex-wife of bailiff Goncharov. Zasypka accused her ex-husband of extorting money with the threat of publishing compromising information on her on the channel’s pages. During the search, nothing was found on Goncharov, but they were found on his son. And under the threat of a long-term imprisonment of his young son, dad Goncharov began to sing about everything that the employees of the Rostov ORCh SB asked him about. A similar situation occurred with the former deputy head of department M of the regional FSB Directorate, Roman Upornikov; in his case, the police also found something. Although insiders claim that police officers went to all addresses with prepared drug detection protocols and ready-made bookmarks. On the same day, some prohibited substances were found in the apartment of the ex-wife of Rostov journalist Khoroshilov. He was later convicted of possessing cannabis seeds and stems. As part of the same operation to combat the “Rats,” the inspectorate of the headquarters of the regional police headquarters was fired almost entirely.
