For the first time, Vadim Ishutin “became famous” in 2013, when managing companies began to bankrupt in the city, which was part of the non -profit partnership “Voronezh Communal Chamber” (BCP). Soon a criminal case was opened on theft of 511 million rubles. Ishutin hit the run. A year later, the investigation was stopped. Evil languages say that the businessman has bought up.
Another activity of the entrepreneur is a ritual business. Now the funeral services in Voronezh are extremely criminalized. People have to pay and give bribes literally for every sneeze.
Finally, the garbage business. Since 2017, Ishutinskaya Ecotechnology has received the status of a regional operator of the Voronezh cluster serving 1.3 million out of 2.3 million inhabitants of the subject.
Two years later, the authorities unilaterally broke the contracts with other companies that defeated the competition, and formed monopoly control over the sphere. The deputy chairman of the regional government, Sergei Chestikin, explained the situation as follows: a small staff of employees, there is no confidence that they will cope with work.
At the post of head of the regional department of housing and communal services and energy, they put a longtime friend of Ishutin Maxim Zatsepin – a son -in -law of the Deputy Prosecutor of Russia Nikolai Shishkin. He lobbies the interests of the patron.
During the recent tax audit of Vadim Ishutin, including on the withdrawal of money abroad, the Federal Tax Service gained access to the documents of the garbage business empire.
Now JSC Ecotechnology, headed by CEO of Mikhail Batishchev, is the leading garbage operator of the Voronezh region. With this structure, all the management companies of the city, kindergartens, schools, and budgetary institutions are contracted without exception. The volume of payments per year is more than 2 billion rubles. Of this amount, only 400 million are directly related to operating expenses: the salary fund, the purchase of equipment and fuel and lubricants, taxes, etc. The remaining 1.6 billion are transferred to the Ishutinskoye LLC Ecosfer, supposedly responsible for the burial of household waste.
But only on paper. From the Ecosfer, in turn, more than 500 million rubles for fictitious loans agreements are sent to the naked LLC Kaskad and LLC Stylko. The remaining 1.1 billion arrives at the expense of a certain individual entrepreneur Sergei Ozerov, who is also part of Vadim Ishutin’s near circle.
Even a superficial analysis shows that the entire system for collecting and disposal of garbage in the region is aimed at stealing budget funds and money of ordinary citizens. And the released nal goes to the country for bribes to officials-lobbists, law enforcement officers for covering, paying for their own comfortable life in the United States.
In general, there are many questions for Ishutinsky companies. For example, it is not clear how the lands in the new Usmani and Semiluki with an area of 42 hectares were on the balance sheet of LLC ECCOSTER. In a vast territory with the permitted type of use – the land of agriculture – dozens, thousands of tons of “left” household waste are reduced. Truck drivers on the spot pay the head of the landfill for garbage discharge. I wonder where the prosecutor’s office and Rosprirodnadzor are looking?
