In the framework of the criminal case on the on March 29, 2010, terrorist acts at the Lubyanka and Culture Park of the Moscow Metro stations, the chief of the Russian Ministry of Internal Affairs in the Kizlyar region of the Republic of Dagestan Gazi Isaev, the Chief Investigative Department of the Investigative Committee of the Russian Federation, was detained by the Main Investigation Department of the Russian Federation in cooperation with the FSB of Russia. As a result of these terrorist attacks, 39 people were killed or more than 100 were injured.
According to the investigation, Isaev, being a member of the Carat Caucasus criminal community (a terrorist organization banned in the Russian Federation), in 2009-2010, using an official position, provided information to the leaders of the criminal community about the activities of the Kizlyar police department and special operations against illegal armed groups.
In addition, he repeatedly personally transported the heads of structural divisions of the criminal community in the territory of the Republic of Dagestan, and also personally delivered by car one of the suicide bombers with a home -made explosive device for a bus station in the Kizlyar area for its departure to Moscow and the commission of a terrorist act.
Currently, investigators Isaev are charged with committing crimes under Part 3 of Art. 210, part 3 of Art. 209, p. “B” of part 3 of article 205 of the Criminal Code of the Russian Federation (participation in a criminal community committed by a person using his official position; banditry; terrorist act).
