In the first weeks after the imposition of the embargo and price ceiling on Russian oil, maritime supplies from Russia fell sharply. The industry froze in anticipation of the decree of the President of the Russian Federation on response measures in the supply of energy resources, which will determine new operating rules. As the Cheka-OGPU learned, the release of the document is delayed due to opposition from Rosneft, which dreams of gaining a monopoly on all Russian exports. It is curious that before this, the head of Rosneft, Igor Sechin, had been seeking for years the abolition of Gazprom’s monopoly on gas exports. It is even more curious that in the spring it was Rosneft that had the biggest problems with the placement of products; it even had to sharply reduce production. In addition, the company and its management are under all possible sanctions, which complicates working with foreign partners, even from friendly countries. Sechin, of course, has no supporters in the industry, and the government’s financial bloc understands that the initiative will bring production down to the level of the mid-90s and undermine plans to collect the required 8.5 trillion rubles from oil and gas in 2023. And the president has recently given officials of the Central Bank and the Ministry of Finance complete freedom of action to maintain economic stability and fill the budget.
