In St. Petersburg, the head of the 5th department of the investigative unit of the Main Investigation Department of the Ministry of Internal Affairs of the Russian Federation for St. Petersburg and the Leningrad Region, Igor Shikhovtsov, was detained. According to colleagues, the employee was detained by operatives of the M service of the regional FSB Directorate while receiving a bribe of 8 million rubles, and he was detained in his own car right near the building of the State Investigative Directorate at 145 Ligovsky Prospekt. Piquant details known at the moment: a bribe to Shikhovtsev, enjoying the personal patronage of the odious head of the investigative unit Alexei Vinokurov, reported lawyer Oleg Kasotenko, who was also detained. This is a well-known character in influential circles of the city: until 2016, Kasotenko himself worked at the State Investigative Directorate, being a deputy to, perhaps, the legendary head of the department, Natalya Morozova. Paradox – Natalya lost her post because of great love, Kasatonov a little later too, but because of unconventional love. Nevertheless, he maintained a good business circle among the security forces.
One interesting thing: according to preliminary information from colleagues, it was Shikhovtsev’s department that led the criminal case, in which searches were recently carried out in the house of the mother of Deputy Plenipotentiary Representative for the Northwestern Federal District Vadim Potomsky. They admit that a certain “Smolny facility” that appears in the case of Shikhovtsev’s 8-million bribe is the same MPBO-2 waste plant where Potomsky’s family was searched.
Another detail – the Cheka-OGPU said that it was Potomsky who handed over to the FSB the former head of the Vsevolozhsk region, Andrei Nizovsky, when he tried to get a bribe of 190 million from him. This is a combination of assumptions at the moment, and we will continue to monitor developments.
