Recently, colleagues drew attention to the Terra company, owned by the owners of a large contractor EuroTransStroy (ETS), working under Kostyuk’s criminal schemes. Unlike the Moscow “ETS”, “Terra” is registered in the Kursk region, in the homeland of its main owner Sergei Rakcheev. In September 2019 Roman Starovoyt, a native of the Ministry of Transport, who, by the way, was himself born in Kursk, becomes the governor of the Kursk region. Already in October, Terra received its first ever government order from the state-owned Kurskavtodor for a modest 69 million rubles. From then to this day, Terra has not worked in any other region of the country, which did not prevent it from receiving government contracts in the poor Kursk region for 9.3 billion rubles! How do you like last year’s revenue of 2.5 billion with a paltry final profit of 4.8 million?
You shouldn’t think that the main owner of “Terra” Rakcheev is somehow especially close to his fellow countryman Starovoit – even very rich businessmen are out of rank. Starovoit, like Kostyuk, with whom they are closely connected, worked in the government of St. Petersburg, then was promoted to the Russian Government, became the head of Rosavtodor and, finally, deputy minister of transport. Next, Starovoyt was moved to Kursk, and his place was taken by Kostyuk, who was following in his footsteps. These are the logical and simple combinations.
Of course, their interests in the region are not limited to roads alone. So, in the middle of last year, Terra became the owner of the fuel OJSC Kursktopprom, previously owned by the state, becoming the owner, among other things, of a historical mansion in the very center of Kursk, just five hundred meters from the city administration building. Comfortable.
