The scheme turned out to be simple: the Ryazan branch of VOOPIiK submitted applications for the identification of cultural heritage monuments in the region to the inspection: from 2018 to 2021, there were 22 such applications. For each object, the inspection is obliged to make an expert assessment to obtain justification for its inclusion in the register. Surprisingly, based on the results of the auction, one office received an order from Denis Zaitsev – individual entrepreneur Irina Mikhailovna Bulaeva. However, she did not find any necessary qualifications to carry out such work, specialized specialists on staff, or even accreditation. But there is a letter addressed to Denis Zaitsev that, who would have thought, Igor Kochetkov will act on behalf of Irina Bulaeva and carry out the examination. Yes, the same initiator of identifying a cultural heritage monument, deputy chairman of the Ryazan VOOPIiK, ex-adviser of the notorious former vice-governor of the Ryazan region, previously convicted Igor Grekov.
For at least three government contracts, payment in the amount of 1.5 million rubles was received, and the quality of the expert assessment required new work and verification of all conclusions received, i.e. budget funds were wasted.
After the change of head at the State Inspectorate for the Protection of Cultural Heritage of the Ryazan Region, it was Igor Kochetkov who informally contacted the inspectorate with a request to accept and pay for the work of I.M. Bulaeva, but having received refusals due to the incompetence of the performer and being deprived of a permanent income, he launched an information campaign a campaign to discredit the government agency and its new leader.
