In response to the publication of the Cheka-OGPU that examinations in drug dispensaries and mental health dispensaries have become paid for civil servants, whereas previously they had the opportunity to receive this service for free, the Moscow Department of Health told us that it did not approve any orders changing the rules for receiving certificates upon entry into the civil service and medical examinations by civil servants.

Issuing a certificate for admission to the civil service in psychoneurological and narcological dispensaries in Moscow is not included in the list of services provided within the framework of the Territorial Program of State Guarantees of Free Medical Care and is carried out on a paid basis. According to Article 213 of the Labor Code of the Russian Federation dated December 30, 2021, medical examinations (examinations) for the execution of form No. 001-GS/u “Conclusion of a medical institution on the presence (absence) of a disease that prevents entry into the state civil service of the Russian Federation and municipal service or its passage” are carried out for employer account.
