In Perm, a shameful trial, unprecedented for political Russia, ended with a settlement agreement. The claim was brought to the regional parliament deputy Ilya Lisnyak by a fellow party member from A Just Russia – Patriots – For Truth, former member of the regional election commission Dmitry Otegov. The latter demanded the repayment of a debt of 5 million rubles, which arose as a result of the “sale” of a place on the party list for the 2021 elections to Lisnyak. The case was settled, since the other day Lisnyak returned the balance of 400 thousand to the mandate dealer.

The Perm Social Revolutionaries were not deterred by the fact that the trial would spill over into the public sphere, and the scheme for selling seats on the regional list would affect the image of the entire party. But it should have been stopped – Dmitry Otegov is the husband of the chairman of the regional branch of the SRZP, as well as the head of the faction in the regional parliament, Veronica Kulikova. By all logic, State Duma deputy from SRZP Nikolai Novichkov (former Minister of Culture of the Perm Territory) should now demand that Sergei Mironov and Zakhar Prilepin disperse the entire regional cell before the trade in mandates spreads throughout the party, destroying it from within.

The fact that Lisnyak bought himself a mandate and does not have any competencies is also evidenced by the fact that he is not allowed to participate in party work, he’s not listed in the governing bodies of the regional branch. At the same time, Kulikova and Otegov knew for sure: “Ilya Lisnyak’s media holding” (publics inflated by bots on social networks and Telegram) cannot provide any electoral output – neither during the elections nor after. Therefore, it was quite reasonable to demand the cache.

However, Lisnyak’s dislike for paying off any debts to partners is a well-known fact. Capable of hanging himself for a penny, here are just a few examples. On July 31, 2020, enforcement proceedings were initiated against Ilya Lisnyak No. 90166/20/59050-IP OSP in the Dzerzhinsky district of Perm in the amount of 78,245 rubles. On September 7, 2020, enforcement proceedings were initiated No. 116896/20/59004-IP OSP in the Leninsky and Industrial districts in the amount of 399,219 rubles. On June 1, 2016, enforcement proceedings No. 149688/16/59060 were initiated against Ilya Lisnyak in the amount of 30,000 rubles in fines for an administrative offense. According to the creditors’ database, Lisnyak received a loan from one of the banks on February 17, 2012 and was 266 days late.

That is, the deputy, in principle, repays debts only through the courts. We recommend that customers pay for Lisnyak’s services solely upon completion. Otherwise, he will stupidly deceive you, as he previously deceived hundreds of tenants, the “night mayor” of Perm Vladimir Plotnikov, the real mayor of Perm Alexei Demkin, etc.
